Your message comes from the screen, not from Windows...
Restart in safe mode to be able to display something.
It's because you want to display a larger screen than what the screen allows... or with more pixels (too many)
You need to know your screen's resolution in pixels in height and width; write that down on a piece of paper... and then go to your graphics card display settings and set a display equal to or smaller than your screen.
And restart the PC.
