I had this problem on a park of machines: the Solitaire tile was present but inactive (dimmed).
Since the issue is resolved, here's the procedure to follow:
- Start the Windows Store
- Click on the three dots in the upper right corner.
- Click on Downloads and updates
- Click on "Get updates"
Microsoft Solitaire is probably marked defective (Repair)
Then you need to right-click and update or reinstall it (I don't remember how it looks).
Be careful, it's long and sometimes it fails. You need to persist and repeat the update/reinstallation, and everything will be back to normal.
By the way, other Windows applications will be in the same situation such as MSN News, Weather, MSN Finance ...etc. You should do the same.

For your information, I just had this problem: unable to start Microsoft Solitaire Collection on iPhone. It was spinning but wouldn't start. I changed the default browser, so I unchecked Safari. And it's working! I hope this can help some players...
