SumProd error #VALUE

several problems in your formula (in my opinion at least):

1° the item in the first SUMPRODUCT:

(ISNUMBER(range);range)
is not correct, you must write
=(IF(ISNUMBER(range);range)

but the formula then becomes array_It must be entered with the Enter key while holding Ctrl and Shift. (it will automatically display between braces in the formula bar)

once this modification is made, the formula no longer shows #VALUE, but #REF... this probably comes from the definition of your named ranges, but now it’s up to you to fix, lacking knowledge of your issue.

To comply with:
_the fields of the same SUMPRODUCT must have the same height. (number of rows) so check whether the COUNTIF of codes OFFSET always yields the same number of rows
_where does the OFFSET formula for the range start? since the starting cell is $H$2:$AC$2
_in general, it would be better to replace these codes with a fixed range height containing a sufficient number of rows
to follow
the second SUMPRODUCT containing non-numeric values in the sum range H:P, it is highly likely that it will also return a value error. See to recenter it to J:P where there seem to be only numeric values to expect

and finally
you have at the bottom of the sheet a decision... a row 310+ table that overlaps the range J2:P800 and therefore is totally incompatible with the 2nd SUMPRODUCT formula
(the 2nd SUMPRODUCT works correctly with a J2:P800 range once this table is deleted)

that will be all I can see, but once you make the corrections, if it still doesn’t work, come back, we may see it more clearly

I corrected the part 'ETP Decisions N'!$H$2:$P$800 by limiting myself to the cells of the table (I hadn't seen that a college had added its recap table underneath).
