Hello,
I would like to know if there is an app that allows you to block calls and texts from a number without the possibility of leaving a message on the voicemail.
I have tested some apps, but the person still has the option to switch to voicemail.
I have a Samsung Galaxy S4, which allows me to reject calls and block texts.

I was looking for a "hang-up function" app on Android as well.
There is a basic function on Android that allows you to block unknown calls (Settings / Block numbers / Block unknown calls), but this does not prevent them from going to voicemail.
After quite a few tests, I found one: Extreme Call Blocker.
This app truly blocks the contact without ringing, without going to voicemail. The free version only allows 5 numbers on the whitelist and 5 numbers on the blacklist. I did 2 tests (I blocked myself, and I blocked another number): successful!!!
Well, of course, that only leaves me the option to add 3 contacts in each of these two categories. But that’s already something, while I wait to decide to pay the 5.47 euros that the app costs.

P.S.: my phone is a Homtom HT7 Pro and Bouygues plan.
I’ve read a lot online, and it seems that the "hang-up" function (those of us who are older will remember it as the "beep-beep-beep-beep" we had when using rotary dial phones, the old gray France Telecom ones) worked depending on the smartphone brand and the operator.

If they cannot call, logically, they cannot leave a message...
Because what I understand is that if the phone is off, it gives the caller a chance to leave a message.
