Sim card slot blocked

Hello,

I wanted to change the SIM card (another operator) in my Android smartphone "swittel magic".
After several attempts to enter the code, a message appeared:
SIM card slot permanently blocked.
Is there a solution?
If I put the old card back in, it's fine.

    Is your phone locked to a carrier? (meaning you bought your phone from Orange, SFR or Bouygues....)

    my current operator is: coopmobile
    new operator: swisscom
    I consulted the 2 operators' responses: unlocking is possible but not legal.
    according to them, it's very easy for a computer scientist.
