I managed to get this nice little software working for a while on W7.
But after uploading drivers, I also received the message: "Unable to establish communication with Windows."
I went to check with an editor in the executable program (after visiting the accompanying files) to try to modify the path that seemed to be causing the bug.
(you see! sometimes it works with very simple programs)
And I discovered quite clearly in the program the following mention:
"Windows 95-98-Me-NT-2K-XP-VISTA"
So, no point in insisting with Windows 7. It's not supported!
I am currently looking for a W7 compatible version or another program. If you have any leads, I'm all ears.

Have you tried the compatibility mode?
Right-click on the software's exe file and then go to properties.
In the compatibility tab, check "run this program..." and select the version of Windows it was working with.
Then click OK and launch your program.-

It is true that I never think about this compatibility option. I have never had the opportunity to see how it works, in fact.
And, unfortunately, it is not today that I will, as I just uninstalled IcoSauve, having found another similar product online that works with all versions of Windows, from W98 to W10.
Initially presented in German, it is widely multilingual and offers the option to save multiple "desktop profiles." That can be useful!
I tested it, thanks to the "Scatter Icons" button, and I put everything back in order with one click.
You can minimize its window to an icon in the quick launch bar to keep it handy.
However, to satisfy my curiosity and not to leave your response unanswered, I will soon reinstall IcoSauve and do the procedure you suggest.
I will post the result here.
