Windows blocks file downloads with .exe extensions

Hello,
For several months now, I've been encountering this problem where when I download a program in .exe format, there's a high chance that Windows will block it.
I have already narrowed down the issue (it doesn't come from Chrome but from Windows settings) but after browsing through some forums and Microsoft’s website itself (which explains the process), I still have my .exe file downloads blocked :/.
So I don’t know if I misconfigured the settings or if it comes from somewhere else.
Anyway, if you know where my problem comes from, please let me know (even though it’s not very "problematic" since it’s not all .exe files and the issue only concerns files with the ".exe" extension :) )

Hello,
Disable SmartScreen
Go to Control Panel / System and Security / Action Center. On the left, you'll see a link “Change Windows SmartScreen settings”. Click on it
in the window that opens:
Select the option “Do nothing (Disable Windows SmartScreen)” and click on “OK”.
To remove this intrusive alert message, go back to the Action Center and click on: Turn off messages about Windows SmartScreen

Unfortunately, that's not the problem I have (might as well keep it activated because "you never know" ^^). It's at the downloading stage, not at the program launch. Anyway, thank you for the response, it's always nice to hear back ^^!
