How to create custom wallpapers

Good evening, I need to know how to create a personalized wallpaper with images & text. I'm a beginner in the field & I would like to know the basics so I can improve. I thank the people who might help me.

    Hello,
    To create a personalized wallpaper, you can use the "paint" application automatically available on your Windows computer. Just open the app, import your photo, and you can use tools like the Text (T) tool, the brush... Then you save your image File-> Save as-> JPEG image. Then right-click on your desktop - > personalize, the next step varies depending on the version of Windows, but you will find a browse tab where you can retrieve your work from your hard drive.
