Convert images to PDF without losing quality

Hello,

I wrote a black and white illustrated book using Open Office Writer and I need to convert it to PDF in order to later edit it in electronic format. Problem: after converting to PDF, the images viewed on screen lose a lot of quality.
I would like to know if there is a way to convert these images to PDF without compromising their quality. Is there a good "converter" for that? For now, I'm using doPDF, but even with the highest resolution it doesn't look great...

Configuration: Windows / Firefox 50.0

    You can use PDFCreator..

In the dashboard, set the images to compress in ZIP (instead of JPG) and set the subsampling to 300 dpi for those above 350 dpi.

This should prevent the images from being heavily altered

But perhaps your software also allows you to set the same parameters...
