Unable to open a web page

I am connected to wifi on my PC and it says "connected," but I cannot open a webpage. I am connected to my Free box with my phone and it works. Suddenly, it stopped opening pages. I don't know much about computers, almost nothing, and I really need help please.

Which type of Freebox? The Revolution, the V5? Then what browser? Firefox, Chrome, Internet Explorer? Because it may be the browser that's acting up. If software like Skype or anything else (well, anything that connects to the internet) works, then it's probably the browser that's malfunctioning.

Well, all the browsers actually..
My little brother installed some kind of "more efficient" ccleaner, he says, the C shut down after the installation and since I turned it back on, I can't open any web pages .. He's checking for errors and he tells me that everything is fine, the network card is working well so I think it's my brother who messed something up..

What Windows do you have? Unless it's a Mac, anyway what OS, then when he says that the network card is working well, does he mean that it connects, or that it can send and receive packets?

Then I recommend a quick test on Windows, which is to ping Google for example, you just need to do this:

Press Windows+R at the same time, in the window type cmd then type ping www.google.fr and hit Enter.

Now you just need to see if there are any packets sent and received, if not, it's that there is some software blocking all connections on the PC, or else the Freebox is blocking connections.

If it's not software, it's either all the browsers that have decided to freak out or the firewall that doesn't allow anything in either direction but that would be extreme if that's the case.

I have Windows. I already did that because I read on a forum that I had to do it, and if I remember correctly, it told me "request time expired."

Ok, so it's really something that blocks all connections, and that's been the case since the installation of a software? Because I recommend uninstalling it if that's what's causing the issue.
