Lost with Hotbird 13E and its transponders

So here it is, I am on vacation in my house in Sicily and I just acquired a satellite dish accompanied by its decoder.
I have also bought a satellite scanner to make the installation easier.
After spending a lot of time on this installation and its settings, I managed to catch Hotbird 13° E with a signal at 92% and a quality at 80% thanks to my scanner.
EXCEPT THAT: I do not "receive" all the transponders, especially those that my decoder needs for the channels.
Is it possible to receive a satellite but not all its transponders?
How can I remedy this problem?

I bought a local decoder (Italy) with a "tivùsat" package and a smart card for decrypting certain channels (like Canale 5 for example).
It seems that the most important transponder is 10992(V)27500.
Out of the large number of transponders, I feel like I am receiving several with good quality, but I can't manage to adjust the decoder.
My pointer is a digital sat DVB-S/DVB-S2
