Would it be possible then to create a sort of "mini" picture box that follows the mouse, and displays the color of the targeted pixel on another picture box of this kind, with a system that takes multiple screenshots and updates?

This kind of tools is generally associated with image editing, but your story about the screenshot makes me doubt this assumption.

I still don’t understand, if it’s on your app, there are two options,

either you loaded an image, for example in a picture box,
or you hover over a control, and there you normally know the color.

Even though I don’t think I’ll be able to help you, understanding your problem well will give another forum member a better chance of finding the solution for you.
