"The installation program starts the services" blocked

Hello,
I performed a factory reset on my PC, which went well until the PC restarted. My PC is a Packard Bell model iMedia with Windows 7 Home Premium 64-bit version 6.1, Service Pack 1.
The restore took place with Packard Bell Recovery Management installed originally on the device.
I followed the instructions given by the system, and everything seems to have worked well during the restoration phase.
I then clicked OK to restart the device, and after a few minutes, I received the message that "the installer is restarting services," which seems to be completely stuck for some time.
Can someone please give me advice on how to get out of this bad situation?
