System restore seems to be taking a long time

I forced the shutdown several times and restarted several times.

Be careful, you might attract the wrath of the Windows system by forcing it several times, and it may display its famous smiley :(

A) Completely turn off the machine
B) Disconnect all external peripherals, including the RJ 45 cable
C) Unplug the power cord
D) Disconnect the power cord from the back panel
E) Gently remove the battery from the compartment
F) Press and hold the POWER button for 10 seconds
G) Gently reinsert the battery
H) Plug in the power cord
I) Plug in the power outlet
J) Connect the network cable, the RJ 45 cable
K) Press the POWER button

Hello, if tomorrow it stays like this I think we should force it off. Was your PC working before? If we really can't turn it on under Windows (I know this because I tried to reset it and it crashed under Windows 10), we will need to get the boot from the Microsoft site (otherwise just type boot windows 8 for USB) and install it on your USB drive (the boot, not Windows ;)) then go into the BIOS and start the PC from the USB drive, the installation window should appear, normally you need to choose the language then not install but repair the computer, at that point the repair window will appear you just have to click repair Windows and that's it, however if Windows does not start after the repair you will need to reinstall Windows and enter your product key (contact the seller otherwise if you got it for free (like W10) you can do "I don't have an installation key" and with your email it should activate by itself)

The thing that seems simplest to try is to attempt a system restore to a previous point.
For this, you need to find the access key to WinRE, the troubleshooting tool,
for Toshiba it might be F8.
Turn the PC back on and immediately press F8; a menu should open,
access troubleshooting, advanced options, system restore.
Choose a point further back than the one previously selected.

Maybe wait a bit longer; the message indicated:

"Windows update configuration failed, reverting changes. Do not turn off".... 

is not the same as the first one indicated.
