Low CPU Frequency Issue

Hello,
I bought an used Quadro 5000 graphics card a year ago to have the necessary power for video editing.
But the problem is, I don't notice any significant difference between now and before. Worse, since then, my processor is stuck at 1.15 - 1.19 GHz.
I overclocked it to 4.3 GHz but it still does nothing; it's still stuck at 1.15!
I installed the drivers for the Quadro 5000, but I'm having a hard time configuring it: There are too many options, and I don't know which ones to choose :-/
Is it my graphics card that has a problem, my processor, or both??

under power options in the control panel, you need to select high performance, then modify the advanced settings to set the processor power management to 100%

I think that in the BIOS, you need to disable Intel hyperthreading or something like that which auto-regulates your frequency.
