Locked Frequency Processor Solved

Question

Hello,

I have a problem with my PC, a Lenovo Z510: https://www.materiel.net/pc-portable/l409/

It has an Intel® Core(TM) i7-4702MQ processor (2.20 GHz)

When it's plugged in, everything works fine, the processor reaches its maximum frequency.
But on battery, it stays stuck at 0.77GHz, even in games like Skyrim, which is frustrating.

When I restart the PC, it runs at a normal, maximum frequency, but when I turn it off and then turn it on again, it gets stuck at 0.77GHz. I have to restart the PC for the processor to no longer be frequency locked.

In the Task Manager -> Performance, the CPU's running time after a shutdown and turn-on does not reset to 0 (this is when the PC is stuck in frequency), whereas with a restart, the time resets to 0 (and at that point, the frequency isn't locked anymore).

I found my answer today while searching on English forums.
For those who have the issue, here’s the answer:

You just need to download the BIOS update from the manufacturer's website and flash the BIOS, as they have released fixes for the problems.

Hello, the processor frequency on battery decreases to save energy. If you want to force it to be at its maximum, click on the small battery icon at the bottom of the desktop on the taskbar all the way to the right, then on "Power Options," and finally "Show additional plans" to switch your computer to maximum performance, and then your processor will run at full power. Be careful, your battery will last barely 30 minutes given the crazy processor you have! Remember to restart after changing the mode. If you want to have a decent battery again, switch back to normal mode which manages the frequency on its own (I don’t like it very much) or else switch to battery saver mode which is really effective!

The answer has been given to you by flaviou18.

The frequency is automatically lowered to make the battery last longer. It's the same with all laptops.
By adjusting the power settings in the control panel, you can force the frequency to return to a normal value, but it won't be saved, at least I would be surprised, the settings will revert to default on the next startup.
