"Another program is installing"

Hello,

When I want to uninstall a software, no matter which one, an error message appears saying "another program is currently installing, please wait for the installation to finish, then try to reinstall this software."
However, I am not currently installing any software.
How can I resolve this issue?

    Hello,

    -Try uninstalling the program while Windows is running in safe mode.

    -Try installing an uninstallation software on a USB drive.

      No matter which software I want to uninstall, I get the same error message, so I think there is a background process running, but I don't know which one it is.
