System configuration initialization failure

Hello,
after installing Windows 10, it opens directly to the desktop with the message: system configuration initialization failed. No tiles or application list on Acer PC while it worked fine on Asus laptop

Hello,
Press CTRL + ALT + DELETE and choose Task Manager, then More Details and go to Startup to see which applications launch at startup and disable all the applications that launch at startup.

Thank you for your response. I did what you told me. It replied: there are no applications running. The PC is working well but I don't have the W10 tiles. I have to right-click to shut down or restart. I don’t have the apps on the left side of the screen.
Do you see the problem and its solution? Thank you

Hello,
Are you required to right-click to Stop/Restart, and the start menu is not working?
Press Windows + R to open Run, type: winver, and let me know if you are indeed on version 1511 build 10586.3.
Otherwise, in Settings, Personalization, Start, if you enable Show more tiles, what happens?

Thank you for your answers, but I’m quite bothered: where can I find Windows to do what you mentioned?
I also can't find the settings to activate display. It’s definitely a Windows 10 setup issue because the computer works perfectly fine on Orange, and I have a laptop that has successfully handled Windows 10 with all the tiles and its applications.

Windows is the key with the Windows logo on the keyboard (to the left of Alt, to the left of the spacebar).
To go to Settings, you need to click on the notification center (icon immediately to the left of the clock in the taskbar), then All Settings.
Does the computer work well on orange? What do you mean?
