Delete downloads without deleting folders

Hello,
I hope I will be clear in my explanation:

On my PC (Windows 10)
I downloaded some "programs," for example: Open Office
I then installed these "programs"
So here is my question:
In the DOWNLOADS folder, can I delete everything without actually uninstalling it from the computer?

      Hello, can I delete all the downloads? In Downloads, there are folders, files, applications, application extensions, text documents, file folders, and configuration settings. All of this is in Downloads. So, can I delete them or not? Please, I’m waiting for your response. Thank you.
