Do a test.

There is the screensaver mode only, which turns off, reducing the PC's consumption by half when idle. Downloads can continue. That's my choice, the PC runs 24/7 even if it's not downloading.
On XP, I find this in Control Panel, Performance, Power Options Properties.

I'm not talking about a screensaver like the swimming fish that doesn't save energy but only prevents a fixed image from being left for hours. CRT screens in particular can, over time, retain a permanent mark of a fixed image. Downloads can continue.

If you put the hard drive to sleep, you can't save what you're downloading.

If you put the CPU and motherboard to sleep, you won't download at all.
So the full sleep mode of the computer and hibernation should stop the downloads.

Except that anything is possible in computing; if your program can maintain the strict minimum of the PC powered and continue running either as a service after logging out or after closing Windows, it can keep recording.

(Another example is antivirus capable of scanning hard drives before Windows starts)
