How to format to EXFAT

Hello,
In order to format files larger than 4GB to be readable by Windows and Mac,
I want to format my USB drive to ExFAT.
If I use the Mac, I can do it.
If I use Windows 8.1, it offers me FAT, NTFS, ExFAT, and when I choose ExFAT from the dropdown menu, it immediately suggests NTFS and there's no way to confirm ExFAT!
Do you have a solution? I've tried several different drives and nothing works!
However, my Windows PC reads this ExFAT file system (formatted by Mac) very well.
