Unable to connect to PSN server

Hello,
I have a big problem with my Playstation 4. I reset my Playstation 4 and then I tried to connect to the PSN from the PSN interface. I can't connect; here's my error message:
Unable to connect to the server within the allotted time. There may be a problem with the connection to the network, or the Playstation Network or the ISP's server may be temporarily busy. (NW-31456-9)
I tried opening all the ports on my box (Numéricable), as well as those for my PS4. But the problem is still not resolved. I called Numéricable and Sony's customer service, but there's been no response that helps resolve the issue.
Awaiting a response.
