"Blocked voice services" Samsung Galaxy S3 LTE

Hello everyone,
Here is my problem:
For some time now I have a notification that appears every two seconds, saying "Restricted access modified: voice services blocked" ... When I make a call my caller hears me very poorly (I don’t know if it’s related but I prefer to specify) I haven’t touched anything in my phone settings and I haven’t made any changes on the operator's side either. If someone knows what it is and how to remove this block, I’m all ears!
