Can DDR3 CL9 be replaced with CL11?

Hello everyone,
Still aiming to upgrade my PC, can we replace DDR3 CL9 with CL11?
Let me explain.
I asked the question "Which RAM to choose for a P7H55-M motherboard," to which Scarface72 and Remymartin60 kindly replied, and I thank them for that.
While researching RAM sticks, I found 2x4GB DDR3 Dual channel - 1600MHz (PC3-12800) - CAS 11-11-11-28.
So, can I use them on an Asus P7H55-M with an Intel Core i5 750 clocked at 2.67 GHz, a Radeon R9 270X graphics card, all running on W7-64, or am I limited to CL9?
By the way, what determines the latency (CL or CAS?) of DDR3 (just a bit of knowledge, for goodness' sake!)?
Thanks in advance for shedding some light on my question.
Configuration: Windows 7 / Firefox 36.0

    Good evening,

    If I'm not mistaken, CL11 is slower than CL9, so I don't quite understand why you would want to change.

    It's primarily the frequency (MHz) that determines the speed, and I think the difference between CL9 and CL11 is not noticeable during non-overclocked use.

      Thank you for replying so quickly.

      The reason is that I don't know anything about it. In my research, I came across this DDR3 and, being the ignorant that I am, I thought that CL11 being higher than CL9 meant better. Hehe, well no!

      For example:
      Geil 8Go DDR3 1600MHz C11 Dragon RAM / Corsair Vengeance Series 8 Go (2x 4 Go) DDR3 1600 MHz CL9

      That's the reason behind it.
