The effect applied in the reference video (59s and 118s) is a cloning or echo effect.
To achieve this, you need to use masks (a mask is an image in black and/or white to hide part of the video image)
Multiple video tracks are necessary to create this effect.
Tutorials are available on Google: After Effects tutorials or others.
I think Glandu is confusing Pinnacle's VideoSpin with NCH's VideoPad.
