Thank you Brfrance and Raymond for looking into my poor little problem, here is the kind of sentence where I find this term, for example:
set the multimeter to "V-" (DC voltage) "auto" position
or
Electronic Communications Act: Application: the transfer of individual electronic communications service ("Network "I-ECNS") and individual electronic communications service ("I-ECS")

Does this give you an indication

Because they decided to use codes like this to represent all international characters in HTML.
On a web page, it displays well, but if you read the source, you get this. Also when it's poorly transcribed for some reason.
