URGENT stuck on 5 rings?

Good evening,
So here is the situation: for "personal reasons," my sister is on bad terms with our family. However, I absolutely need to contact her due to some bad news...
Whenever I try to call her, I always get five rings, then the voicemail... I thought she had blocked me, but after reading some forums, I found out that when someone's number is blocked, they go straight to voicemail or only get one ring before voicemail. The problem is that I have tried calling her at least 20 times over about 10 hours (I absolutely need to reach her, and I initially thought my phone had a "bug" and wasn't working) but she has never answered, and I still get the five rings followed by voicemail.
Do you think it's possible that she has blocked my number or that she just lets it ring when my number shows up so she doesn't have to talk to me or makes it seem like she has blocked me?
I know my brother once tried calling her, but she had blocked his number, and he went straight to voicemail and heard at least five seconds of silence beforehand with no rings. But maybe a change in her plan or phone could cause her to block a number while still allowing for five rings?? What do you think? I don't know anything about technology at all...
I believe she is with Orange, and I think she has a Samsung Galaxy Ace.

On landlines, YES

No, she hasn't blocked your call. Now she could very well have installed an app that makes your call ring in silence
I know that with other operators there’s a trick to do it
With ORANGE, it is strictly IMPOSSIBLE
You need to search the net for Free, Bouygues, etc...
