This means that there is the possibility to install the operating system on a storage device connected via PCIe.

"power on by PCI devices"

Here, it refers to the ability to trigger the startup of the machine via a PCIe device. For example, a network card, and the startup triggered by a network operator, to perform an update or installation. Very useful in a business setting, where a network operator needs to update without having to travel to 350 offices... They can initiate the procedure during off-hours to avoid saturating the network while people need it during the day.

For an 'average' PC user, the interest is low, indeed.

Every time you use your PC, physically, you'll just be next to the tower, won't you? So you'll be in the right place to start the system by pressing the button on the front of the tower.
