IPhone: resize a photo for wallpaper

Hello!

As you know, on iPhones (iOS 8), photos are zoomed in when you set them as wallpaper.
How do you resize a photo to set it as iPhone wallpaper?
Thanks to which apps?

No app required, when you change the wallpaper there is a band that says "Perspective". You tap on it and resize the image (just like when you zoom in on Safari for example), however, you won't have the parallax effect (moving wallpaper when you tilt your iPhone).

To display a landscape photo with black (or white) bars at the top and bottom so that the entire photo can be seen, how can we do that?

I use the app "snap collage", it allows you to create lots of little montages, etc. For the wallpaper, you choose your photo, insert it, resize it, and then choose the background color (stripes). Then you insert it and crop it...
