CCleaner is properly installed as an administrator?
On the desktop, right-click the CCleaner shortcut
Properties
Compatibility tab
In the privilege level, check: run this program as an administrator
Apply and OK.
Launch CCleaner
Proceed to a cleaning
Close it
Launch it again and see if the cleaning time is much less than 45 minutes.
