My PC automatically turns on when plugged into the power supply.

Hello,
I noticed a problem several months ago.
When I tried to use my abandoned PC, I found that it started up by itself when I plugged it into the power. I want to point out that my motherboard is [new]; I bought it 4 days ago on Amazon to replace the previous one that was 5 years old.
I've heard that the problem could be due to a short circuit on the cables connecting to the F-PANEL or in the BIOS (a setting).
Furthermore, when it turns on by itself (the CPU fan and power supply running), I cannot force it to shut down using the power button. However, if I wait 5 seconds after plugging it in and then press the power button, my graphics card lights up. I should mention that it has a red LED that lights up; is that normal?
Anyway, I'm a bit lost and would like to know the cause of the problem. I know for sure that the motherboard is not the issue since it's new, and I had the same problem with the old one.
Thanks, :)

Hello,
So, do you have any beeps at startup? (If your motherboard is new, have you also thought about connecting the speaker if it wasn't built-in?)
Otherwise, a simple but effective method is to first disconnect your graphics card and then reconnect it. Don't forget to plug in the PCI-Express connectors on the graphics card. If you're not very familiar with this, there should normally be a slot with 6 to 8 holes above your graphics card if it's recent enough

If this method doesn't work, try removing the battery from your BIOS. There's usually a flat battery somewhere, take a good look. Removing it will completely reset your BIOS to default values. It’s quite drastic in case of issues...
Hoping to have helped you ;)
EDIT: Generally, a computer turns on by itself as soon as it comes into contact with electricity after it has been turned off prematurely. So this is completely normal if you yank the plug while it’s starting up.

Hello again,
No, I don't have a beep at startup. Moreover, the speaker is connected.
As for the graphics card method, well, no success. I followed your instructions well and I'm glad to get help! :) It is powered properly and worked very well with the current power supply. :p
Regarding the battery, I thought it wasn’t necessary since it was new, so no need to reset. I still tried anyway, you never know.
Thanks for your help anyway!
Currently, I will describe the steps and observations step by step. :)
- I plug in the power supply. I press "ON"
-> Observation: It turns on. The CPU fan and power supply fan are running.
- I decide to press the "POWER" button in front of the computer (the usual button)
-> Observation: The graphics card lights up as if I'm turning on the PC, as well as the Hard Drive. The Hard Drive beeps (it powers on).
- I decide to force shutdown by holding the button for 5 seconds.
-> Observation: I go back to the first observation.
So, I will see a repair technician soon. ^^
Responses are always welcome! :)
EDIT: A long time ago, at the very beginning of the problem, almost a year ago ^^ Well, I remember there was a pretty long beep, I must say. I got really scared, so I turned it off immediately with the switch. Could that be the reason it doesn't beep anymore? There you go. ^^
