Bluetooth sending/receiving issue from my laptop

Hello,
I have a Dell Inspiron laptop, and since yesterday I can no longer send or receive any files via Bluetooth.
However, the pairing between my PC and my Galaxy Y phone goes well, so there is no issue there.
I tested exchanging a file between my phone and another phone via Bluetooth, and there was no problem; I just wanted to test my phone to see if it was the cause of my issue... but everything is good!!!!
However, when I tried to exchange files via Bluetooth between my PC and another phone... no exchange.??!!!! My PC shows me that the connection failed!!!! I have repeated this operation several times, but always with the same result and the same message!!!
So I believe the problem originates from my PC...
Can you please tell me how I should proceed to resolve this issue? And thank you in advance for your help...

First of all, I suggest updating the Bluetooth driver.
If the issue persists, I invite you to perform a system restore to a date prior to the occurrence of the problem.
Here is the procedure:
To access system restore, click on the Start button -> All Programs -> Accessories -> System Tools -> System Restore.
Windows will automatically offer you a restore point. Click Next and the restoration will begin; if this point is not suitable for you (if the issue is still present), you can check "Choose another restore point" and a series of dates will be displayed, where you can choose a date when you are sure the issue was not present.
NB:
*Please be aware that restore points are automatically created by Windows every day and just before significant system events, such as the installation of a program or a device driver.
*System restore allows you to lose applications installed since the date you will choose, but does not affect your data.
