Skyrim Graphics Issues/Bugs

Hello, after my 8th reinstall of the game, reinstalling Steam, deleting all the mods I could install, updating drivers, DirectX, lowering my screen frequency from 144 to 60 hertz, lowering graphical quality. I CAN'T PLAY SKYRIM PROPERLY ANYMORE.
I will try to be clear, the first problem occurred when I tried to start a game; during the cinematic, when we are in the cart and the convoy, the cart was spinning around, the horse got stuck against rocks, or when the convoy arrived at the gates of the first city, the horses galloped and dashed into the closed gate. In short, no way to start the game.

Then comes another problem, animals jump and jerk in place, my character has the same problem from time to time and swims instead of running sometimes, the water stutters and emits a shrill sound that repeats multiple times; I can't explain it.

I would add that when I ride a horse, it stutters and jumps in the air like the animals I mentioned earlier.
So I wanted to replay Skyrim for the holiday season and I have a powerhouse (GTX TITAN, 16 GB of RAM, I7, etc.) but I can't!
