Why isn't the "translate" function in Word 2013 working?

Hello,
To use the "translate" function in Word 2013, you should do the following:
- go to the review tab, language pane, translate pane, translate document;
- the window opens, and you must choose the document translation languages: "translate from..." "translate to...". However, I cannot select the translation languages; it shows me "no service available".
Whereas on my colleague's computer it works.
Please note that the mini translator does not work either.

Thank you, Raymond! After continuing to search, we were able to find the solution; you need to download the Microsoft add-on "translator."

Several manipulations to try:
- reset the software (factory settings)
- reinstall Microsoft Office
- use the colleague's computer
