MacBook not charging

Hello,
I have a problem with my MacBook Pro. So here it is: when I plug in the charger, the green light is very dim, the battery is dead, and the Mac won't turn on.
I gave the charger to my dad, and he tested it on his friend's Mac, and apparently, it worked... But I wasn't there to see it. Why would it charge on his Mac and not on mine?
So I'm wondering if it's the battery that's dead or the charger?
Can you please help me? Thank you.

Power management must be reset! 1) TURN OFF THE COMPUTER 2) Leave the charger plugged in!
3) Press the Alt, Ctrl, Shift (the capital arrow that does not light up), and contact keys simultaneously and for ten seconds! The computer should not turn on; if it does, start over! Then release the keys; the charger indicator should turn orange. This means that the problem is resolved! Turn the computer back on, and you will see that the time before charging is displayed.

Is this approach valid for other brands like Sony Vaio for example? Because I have the same problem on my other laptop
