Format Windows 7 without CD, USB drive, or restore point

Hello,
I want to completely format my DELL laptop from 2008. However, the CD drive is no longer working. The only USB key I have is an iPod with only 2 GB free. I do not have the Windows 7 installation CDs either (I upgraded online from Vista to Windows 7). In the recovery tab (under control panel), I only have the options: either "use a system image to recover my computer" (which I don't have) or "reinstall Windows (requires the Windows installation disk)."
What should I do to format my PC? I have searched extensively but found no solution on the forums regarding my issue. I am sure there must be a solution, but so far I haven't found anything.

First, to completely reinstall Windows, you need at least a copy of Windows that you can retrieve here: https://protuts.net/telecharger-windows-7-service-pack-1-32-bits-64-bits-rtm/ (clean ISO from MSDN)
Next, if your computer supports booting from USB, you'll need a USB flash drive of at least 4 GB.
You can use a software like Nivocorp WinToFlash to create a Win 7 installation USB with your copy of Win 7 and your 4 GB USB flash drive.
Once that’s done, you boot your computer from the USB drive (usually by changing the boot order in your computer's BIOS or by selecting the USB drive as the boot device in the boot menu at startup).
