It's not normal indeed, make sure to clean your fan first, then replace the thermal paste on the processor, and if necessary, change your fan. -

yes it's so abnormal that I wonder if it's the real temperature.
(according to the motherboard and CPU, if it reaches 100°-110° = PC shuts down. it's a protection)
which program do you use to see that the temperature is at 98°
often the sensor software is mistaken
so the first thing is to check if the value of the sensor software is accurate (personally I have 3 programs that crash and on all the built PCs it's the same every time, you have to find what works with what!)
even in IDE (repos) you need to compare the sensor software and the value in the BIOS. generally, the BIOS displays the CPU and motherboard temperature and that value is definitely accurate.
if the temperatures don't match, you should test another program.

Personally, statistically for me, it's the one that makes the most mistakes, but it depends on the motherboard, sometimes it works.
But yes, check the time as I told you, BIOS or other programs.
However, when you launch a program like HW Monitor (remember to close the other one, as it also skews the results).
If you don't know about the BIOS, try with these ones, they're light and you can uninstall them.

But then again, none is better than the other, basically it's mainly about finding those that are compatible with the motherboard and that the values are correct.

let's not jump straight to extreme situations. By that, I mean that applying thermal paste is not something everyone can handle; those with less experience wouldn't be able to manage it.
First of all, is your computer a laptop or a desktop?
If it's a laptop, it might not be a gaming laptop. (Just because it's a recent computer doesn't mean it's powerful /!\)
And by the way, which game(s) are you talking about?
If it's a desktop, you can easily remove dust from the fan; you don't need to be a computer technician for that.
You can do the same if it's a laptop. Blowing into the ventilation grilles could remove some dirt. -

I reapplied the thermal paste and guess what... I found a 3-centimeter long ball of dust with dog hair at the bottom!!
