PC won't start, "Press Dell"

Hi, do you know how to start in safe mode? Is it working?

So if the "Dell" key is "Delete", no it doesn't work, the PC shows no reaction.
And no, I don't know how to start in safe mode if you don't help me!

1/ Completely turn off your PC
2/ Turn on the PC, then press the F8 key as many times as possible /!\ Do not let Windows start, press F8 as soon as the power button is pressed

3/ Choose: Safe Mode with Networking

--> Download ZHPDiag (by Nicolas Coolman).

--> Click on: Choose and select the ZHPDiag file that is on the desktop then " Create the Cjoint link "
