My earbuds are electrocuting me.

Question

Hi, I recently got new headphones (Ultimate Ears).
Here's the problem, when I plug them into my laptop my headphones
are shocking me, but it's noticed that it only happens when the laptop is
plugged in (charging).
Is there a problem with my headphones or what?

Configuration: Windows 7 / Chrome 25.0.1364.172

Hi   Is your helmet made of metal?   It might be static electricity due to the friction of your hands on the phone with the support, maybe a blanket if you are in bed!   Curious though!

Yes, I am barefoot.
I don't think my headset is made of metal.
In fact, if my phone is charging and I put my earbuds in
my ears, it shocks me directly, like there are needles on my
earbuds... =/
Whether I have a cover or not, the same thing happens.
I have no physical contact with my phone when it shocks me.
