Access blocked for some sites! Help!

Hello,
I'll explain quickly,
Recently, I had access to certain websites... however, for some time now, the page loads.... loads... loads but nothing happens...
I've tried everything...
disabling MSE and the Windows firewall, clearing the host file, changing browsers, Chrome, Safari, etc...
So, I formatted everything and reinstalled... I open a web page... same thing (considering I can access the sites with my phone)...
Is there parental control? A trick or something to unlock all this,
I even went as far as opening the ports on my router...
I’m with Numericable and according to them, it’s coming from my PC... strange...
The pages are for example.
https://www.origin.com/fra/fr-fr/store/download
https://www.paypal-france.fr/particuliers/espace-client/ when I click on login, same story...
Any idea??

I don’t know if that’s the issue. > DNS > Domain Name System
Can you not get anywhere on the net?
Press Ctrl and F5 several times.
And also check if you’re not using a proxy in your browser.

You might have caught a virus that's causing these issues.
Do you have any system restore points?
If so! try a restoration

But even with a factory reset, it may not always eradicate a virus.
After your factory reset, did you update your drivers?

Yes, it was done automatically with Asus Update. I even downloaded AdwCleaner just in case.

Well, I found it..
I just had to modify the DNS values
on Windows 7
Start // Control Panel // Network and Internet // Network and Sharing Center, then on the left select Change adapter settings.. right-click // Properties, select the TCP/IP v4 protocol and set DNS to 8.8.8.8 and 8.8.4.4, which are Google’s DNS^^
Everything is working!

Something in my PC is blocking access, but I don't know what...
