Split screen issue

Hello,

A friend is having trouble opening Windows 7; his screen is divided in half, with a blue top showing the desktop and the other half white.
He can't access the control panel or open the folders installed on the desktop.

It's all good, my friend managed to find his original desktop,

After pressing F8, the "Advanced Boot Options menu" page appears, you simply need to click on "Repair your computer"
