Hello,
At times when I try to highlight PDFs, I find it impossible to do so. However, this situation does not occur with all the PDFs I use. I was wondering if it’s possible that some of the PDFs I am working on have been "locked" by the creator. If so, is there a way to unlock them to enable editing?

Configuration: Windows XP / Internet Explorer 7.0

That's entirely possible.
Is there a way to unlock them
If the creator has set a password, it's for a reason: if you want to make changes, you should ask for permission.
Is it legally permissible to force open a locked front door?

100% agree: I have a printer that works well, but the cartridges last a very long time ;-)
In this case, the best solution is to inform the creator to see what they can do.
We are in a delicate period of computer history:
- some teachers prepare very elaborate lessons, which are therefore time-consuming.
- the taught materials are posted online as PDFs
- even course videos!
It is also important to understand that teachers can sometimes feel disheartened and protect themselves...
As often, the actions of a few penalize the others.
