When I try to access my website (removed by moderation) or log in as an administrator, the following message appears:

What does this mean?

Hi,
This means that there is a missing file en_US.php in the directory:
site/modules/MenuManager/lang/ext/
This missing file is called by modlang.inc.php in:
site/lib/classes/module_support/
You need to find this file and put it back in its place.
This file corresponds to a language file that displays the interface in English.

Free makes it clear that you should not hard-code paths in scripts, and that's probably what has been done.
You are likely using a CMS that requires the name of its installation directory. The problem is that it has changed. You need to find where it's hard-coded by tracing back from the error in the script and correcting it. With a bit of luck, if you have a file called "config.php" or something similar, you may find a line that mentions /mnt/166/sdb/9/b/...; replace the 166 with 169.
But sooner or later, the problem will arise again.

No, this is a different type of connection. You need to connect via FTP with the Free account credentials (which apparently have nothing to do with those used to add information to your CMS). Did the person who created the site not leave you a folder that mentions FTP and MySQL or phpMyAdmin?
If the term FTP means nothing to you, you need to find someone more knowledgeable in your circle, as it's a lengthy story for someone who isn't familiar with it.
