Can we prioritize a device on the network? Solved

Hello,  I would like to know if anyone knows a way (settings or software) to prioritize bandwidth on my Livebox for one device over another. I have a PC connected via ethernet to my Livebox, on which I sometimes download large files, and during these downloads, my browsing on my iPad is very difficult, even impossible at times, unless I stop the download on the PC. What options are there to enable the Livebox to prioritize the iPad when it wants to access the internet, and then give all the bandwidth back to the PC if no other device is trying to access the internet... Otherwise, search in your window for windaube gpedit.msc from there --> computer configuration --> administrative templates --> networks --> QOS scheduler and there you have an option to limit bandwidth provided that the QOS packet scheduler is properly installed in your network protocols.

Uh, I admit that I'm a novice in computing compared to you... First of all, I'm on Seven 64 bits (I hadn't specified that in my initial message...). Then, if my problem has a solution, I thought it would apply more to the livebox rather than the PC, which can be turned on or off. When I download large files, I do so through a virtual machine (VirtualBox with Win XP, for other reasons) to avoid being infected. This virtual machine is recognized by the livebox, and I was wondering if there are priority settings that could be assigned to certain machines... When my virtual machine is downloading, and I want to use my iPad, for example, or even browse on my PC, everything slows down terribly... Moreover, I looked into net limiter but it seems to be paid, and since I'm the type who wants the butter and the money from the butter... Essentially, is it possible that the livebox limits the bandwidth allocated to my virtual machine when other devices want to access the internet?
