Regarding PAYPAL = Need a credit card or bank account... :'(

For others, that is to say minors or bank-excluded individuals:

the easiest thing is Mastercard cards like PCS CARD for example, it's a prepaid blue card, meaning it's a credit card that you load with cash, and you don't need a bank account or a credit card.

It's convenient in the sense that you can pay on all websites that offer credit card payment, so 100% of the websites.
However, it's expensive...

Purchase of the PCS card = €15
Cash top-ups = 7% fee on the top-up
€10 for card renewal.
Monthly management fee: €1.5
€1 for each ATM withdrawal...

Phew... it's practical but don't expect to find good deals on the internet, this card will take what you save at Amazon or Cdiscount. Plus, you have to provide ID and proof of residence... I hope the TAX MAN doesn't have access to this info lol

I recently discovered WEXPAY: https://www.wexpay.com/

Basically, it's simple, it allows you to change your cash at one of the exchange points https://www.wexpay.com/obtenir-e-money
Once in the tabac press bar, you grab a wexpay code that allows you to pay online with it :-)

This solution is very interesting because it is much more accessible in terms of cost, there is just a fee when you change your money at an exchange point but it's really not high, for example €3 for a code of €250 (= 1.2% fee).
Plus, it's simple and allows me to make one-time purchases, no need to provision like with my PCS CARD. In any case, it costs me less.

I particularly make my deposits on PMU.fr or I shop on Ubaldi.com
Their only downside is that you can't pay everywhere, only on the sites that have accepted this payment method.

The number of merchants is increasing but there are still some top sites missing, like Fnac or Amazon, and that's a shame. Maybe soon?

Otherwise, there are also prepaid cards (ticketsurf, paysafecard) but that's just for gamblers (pokerstars, pmu, winamax) or MMO players (dofus, wow, league of legends...)
It works well! A small regret, sometimes it's more expensive to pay with these cards on certain games (for example, check the price difference of ogrines on dofus between the standard price = credit card, wexpay or paypal and the price with PaySafe or ticketsurf, it’s ABUSE!
