Hello, can you help me please?
So, my neighbor's computer is completely frozen. Let me explain: when we turn it on, it boots up until the login screen, and you can see the wallpaper, but nothing else, so there are no icons on the desktop or the taskbar below. We can't do anything except look at the wallpaper, and when we try to boot it in safe mode, it doesn't start and crashes.

Hi,
For the issues with the PC stuck on the desktop with no access to the start menu, you can try this.
If that doesn't work, you can try this:
This will execute the system restore.
Choose a date prior to your issue and start the restoration.
You will get your system operational again.

- Turn off the computer
- Disconnect all USB peripherals
- Unplug the power cord
- Remove the battery if it's a laptop
- Press and hold the power button for 30 seconds
- Put the battery back
- Plug in the power cord
- Start the computer
If that doesn't work, you can try this:
- Press CTRL+ALT+DELETE to access the task manager
- Then go to the File option and select Run (new task)
- In the window that appears (Run), type the following command (c:/windows/system32/restore/rstrui.exe)
This will execute the system restore.
Choose a date prior to your issue and start the restoration.
You will get your system operational again.
