Install a PCI-E x1 card in a x16 slot

Good evening,
I have a small question... I have a GIGABYTE P55-UD3L motherboard (https://www.gigabyte.com/Motherboard/GA-P55-UD3L-rev-23#sp).
On my motherboard, I already have a graphics card in PCI-E x16 and a Wi-Fi card in PCI-E x1...
I would like to buy a card to have USB 3.0 ports and I only found cards in PCI-E x1... So I would like to know if it is possible to plug a PCI-E x1 card into a PCI-E x16 slot??? (on the GIGABYTE site it says this: "1 x PCI Express x16 slot, running at x4 (PCIEX4)" does that mean the connector is x16 but the speed is x4??)

    Surprising for a question that seems so simple. If I understand correctly, he wants to buy a USB3 controller card on a PCI-Express 1X port. Since his PCI-E 1X port is already occupied, he wants to know if he can put it in a PCI-E 16X port. The answer is yes. You can put a PCI-Express 1X card in a PCI-E 2X, 4X, 8X, or 16X port. It’s the opposite that is not possible.
