I have THE solution to transfer 8mm or Hi 8mm to PC: I use a digital video camera recorder - Sony DCR-TRV480E PAL. This is a DV (Digital 8) camcorder that can record and play back both 8, Hi8, and DV8 tapes. It plays 8 and Hi8 tapes in digital format: very little loss in image quality. And no need for a video capture card (the capture card significantly degrades the quality of 8 and Hi8 images).

Personally, I use Pinnacle Studio 9 to convert VHS and HI8 to digital; then I edit the film and choose the option to burn a DVD. Unfortunately, this version 9 no longer exists, and you have to purchase version 14. For old Super 8 films, the VISTAQUEST system is simple, plus it digitizes slides as well. For the transfer, while everyone uses a PC, with a standalone recorder (Canon and Sony) or a home recorder, you just need to have the VCR in player mode and the recorder in recording mode. For VHS and V8, you can fit 2 to 3 hours on the DVD; for S-VHS and Hi8, it's 1 hour on DVD without altering the image quality. For 8mm and Super 8 (film), to achieve impeccable quality, you need to turn to a transfer lab. If the dealer is nice, they will show you the equipment, because for the price of some, you should avoid those who don't have telecine equipment. I've seen one using the Hama box with a consumer-grade scope; at that price, you might as well do it yourself, honestly.
