Hello everyone!

I don't understand anything anymore...
I want to go to the Internet Explorer 6.0.28 options
and when I click on Internet Options I get the following message:

"this operation has been canceled due to restrictions in effect on this computer, please contact your administrator."

This is my personal computer and I've never requested anything!

Can someone please help me?

no it's fine, thanks again everyone, I found the solution it's because of Spybot:  uncheck the last two boxes in Spybot/tools/IE settings   there you go! found it like a pro

---> For Noonsie, Casaclan59, and Myquestion: The issue Fiasco was having is related to the Spybot software (free downloadable anti-spyware and anti-trojan), in which it is possible, as a security measure, to "Lock the IE homepage against changes" and "Lock the Control Panel of IE against any opening from IE." If the boxes are checked (they are not by default, so you would have had to do this beforehand, which does not seem to be the case especially for Myquestion who doesn’t know where to find these options), then this can be a cause of the restriction issue. So just uncheck them.
--> For Myquestion: I assume you are in default mode in Spybot. To access additional options, go to "Mode," then select "Advanced Mode." Next, in the tabs that appear on the left, go to "Tools" then "IE Adjustment," and you will be able to modify everything I just mentioned. However, be careful, as the name suggests, this mode is primarily for experts; do not modify anything at random or make a backup beforehand. Hoping this works.

It's quite frustrating because I can't respond to certain requests that would interest me.

Regedit
HKLM then Software and classes
Add the key htmlfile then the subkeys shell open and command
Enter the value "C:\\Program Files\\\Internet Explorer\\IEXPLORE.EXE\" %1"
and there you go

I accidentally activated the restriction option for all applications, so nothing works on my computer, I can't format it and I've tried to repair it with the Windows XP SP3 CD but it hasn't changed anything
The problem is that I can't execute anything, neither regedit, gpedit, cmd, system restore, notepad... nothing at all
If only someone could give me a way to open gpedit, then my problem would be solved
