On an Excel file, when I click on a cell with a hyperlink, I get a message saying, "This operation has been cancelled due to restrictions in effect on this computer, please contact your system administrator."
I am the only user and thus the administrator.
What should I do?

The spirit of your message is still valid today (May 29, 2009) because I've just had the same problem with Outlook, Excel, etc. In fact, it is indeed a program association problem with IE (Internet Explorer).
I am on Vista with the latest updates, Microsoft 2007, McAfee, IE8, etc. The problem is everywhere.
I am sharing the solution that I have just tested, which is very directly derived from Tomcat's:
In IE8, Menu "Tools" => line "Internet Options" => Tab "Programs" => Section "Internet Programs" click on the "Set Programs" button => Link "Set your default program settings and computer access"
There, check "Microsoft Windows" then click on the double arrow on the right to verify that the configuration is correct. If not, check "Customize" and select the appropriate buttons... (mainly indicate Internet Explorer instead of "Use the... current") => then click OK.
Exit IE and there, OH miracle, everything works again like before in all the software!
Good luck to everyone and thanks again to Tomcat, the true "Discoverer" of the "remedy" :-)))

does not work for me.
The file html_association_fix.reg does not work either, even after replacing "Office10" with "Office12"

I had the same problem with link tracking from my email and I eventually found that it was due to the Google Chrome trial that I then uninstalled, which left me with a bunch of broken links.
After cleaning the registry with Glary Utilities (free), everything returned to normal.

I encountered the same problem as you, namely being unable to open a hyperlink without asking for the opinion of my system administrator, who is none other than myself!! This problem arose after I uninstalled Google Chrome which I just wanted to test... conclusion, I reinstalled Google Chrome and everything is back to normal.
If anyone has a scientific explanation for this phenomenon, I'm all ears!!!

3). Run the downloaded file which recreates a missing or corrupted registry key.

I seem to have the same problem. While trying to limit my son's access time on MSN, I accidentally locked my own access to MSN. Hello, the problem is not with Internet Explorer.
Solution:
- Control Panel
- Programs and Features
- Microsoft Office
- Click on change and then repair
- Restart the computer.

I also had exactly this problem, but I wanted to open a link in Word. Now I no longer have it. How did I do it? Two things, but I don’t know which one worked:
- In Internet Options/Programs, I clicked on "Make default" to set IE as my default browser,
- and I also clicked on "Reset advanced settings" under Advanced,
- then closed all your Office pages, and reopened them and it should work. (to "restart" the program)
I think my problem occurred after trying another browser than IE and then uninstalling that browser (tested Google Chrome and Safari on XP).

Hello, personally I had this problem after installing and uninstalling Chrome. I use Firefox on Windows 7 with Office 2007, to solve my problem I just had to go to Firefox: Tools -> Options -> Advanced, in the General tab at the bottom make sure Firefox is the default browser. Hoping this can help someone!

In IE7, you also need to go to Tools, Internet Options, and Programs, then choose the appropriate default programs; there are no options to restore the default settings.

Thank you because I had the same issue for a while and thanks to your response WITH explanation it is resolved! I just wanted to post to thank you even though your message is from 2006 because you had the intelligence to solve your issue by coming back here to post the SOLUTION in detail and for that hats off! Because often in forums people just say "there it is, my problem is solved" without saying how, without thinking that this can obviously happen to other people who will find themselves in the same hassle looking for a solution online!
So thank you for that because it was blocking me, even the links in my emails were showing this issue and I couldn't access them anymore.
